The typography on the Brat cover is not a custom or licensed font. According to Fonts In Use and Fonts Meme, the base typeface is Arial, stretched vertically and set in tight lowercase letters, then rendered at low resolution to create the blurred, unfinished look. The cover was designed by Brent David Freaney at Special Offer Inc., with art direction from Imogen Strauss and Charli XCX herself.
Arial is a standard system font already installed on most computers, which is part of why the look was easy to copy and spread quickly online. The distinct part is not the letterforms but how they are stretched, spaced, and blurred together.
